Description

Before we release 1.5, need to do a pass and make sure all the little documentation issues are done.
--> changelist is up to date
--> NOTICE, other legal documentation is correct
--> README and other similar files have correct info.

Remove anything that's clearly out of date. (I did a pass on the "How to Build Velocity" page today).
