[VELOCITY-282] properties file name change not documented

Description

In velocity 1.4 the properties file name specified in the init-param/name value
in web.xml was "properties" as is now "org.apache.velocity.properties."
Neither the online site docs nor the bundled documents have this change in
place. Took going through the code manually to determine how my configuration
had changed. May also want to list this change in the change log.
