[VELOCITY-116] Error in Developer Guide

Description

The developer guide, in the section on "Velocity Configuration Keys and Values,"
says that the default value of resource.loader is "File". Shouldn't that be
"file"? I am using 1.3.0, and configure the location of the templates with
the property "file.resource.loader.path".
