[UIMA-6164] uimaj eclipse plugins not building due to dependency problems

Description

Note: a parallel Jira UIMA-6165 is for version 2.x; 2 jiras allow separate releasing.

The current set of eclipse dependencies no longer work, due to multiple issues.  

• The pom points to a eclipse artifact repo that no longer exists, and the versions that used to be drawn from there are no longer available.

Update the eclipse dependencies to a level that works with existing maven-central eclipse artifacts.
