[UIMA-1910] Merge READMEs (src/bin) into one; move README/RELEASE_NOTES to top level, remove issues fixed from RELEASE_NOTES

Description

Putting these at the top level follows maven conventions, and reduces custom assembly configuration, and makes it work with https://issues.apache.org/jira/browse/UIMA-1907 using the standard maven sources assembly.

The src README was concerned only with building from sources; this is now standardized, and the description is small.
The bin README had information that the src build should have had in its readme. These can be merged.

The RELEASE_NOTES contained a summary of what's new/changed etc., plus a hand-copied list of Jira's fixed - https://issues.apache.org/jira/browse/UIMA-1796 eliminates this requirement, so just point instead to the generated list.

Use only the html version of the release notes, drop the .txt version, to reduce release effort.

Update the assembly configurations as needed to get these resources from the new places.
