[CACTUS-141] context-param tag is merged at the end of web.xml file

Description

I tried the sample in jakarta-cactus-13-1.6.1/samples/servlet
against JBoss 3.2.2.
All test case is done with no errors.
But the context-param tag is merged at the end of web.xml file whereas it should located at the top.
So it occurs parse error when JBoss starts up.
