integrate an xslt import filter for svg file format

reopen issue. When the owner leaves, this doesn't mean that noone else can take care of this, does it?
restoring blocks.. (add 2947 again) This issue needs a new owner, assigning to default owner of the project, milestone to not determined..
The issue should be assigned to the owner who is working on it. Since I am not the one I will reassign this to requirements.
Added issue 42959 (interpretation of svg:stroke-opacity) to the dependency list. Strokes are rendered incorrectly when imported from SVG with the import filter, because OOo misinterprets the svg:stroke-opacity attribute.
This issue depends on issue 37213. Within a XSL transformation one might not be able to normalize graphic element's viewboxes. This should be done after importing the result of the transformation into draw. Unfortunately, this normalization is currently only being done during saving and the normalization is broken resulting in a currupted saved document.
