see attached doc.
it had some cells split and some merged. now try resizing first row's vertical 
middle border to the left and second row's - to the right. it seems that some 
old borders are remembered and prevent such a resizing. as i don't know any way 
to unsplit/unmerge cells in writer old cell borders shouls probably be forgotten 
permanently.
