The horizontal scrollbar in Write is diplayed eventhough there is onthong in
horizont exceeding the extents of the window (the arrows on the sides are inactive).

I can Reproduce the problem on 
OpenOffice 1.1 (default Install, US), Win XP Pro Sp1. 
(And MS Office XP Sp2). 
It is real problem

when page is enough in screen, no need to display disabled horizontal
scrolbar. we can utilize it for one line of editing

SBA: Change component to "Word Processor". In this application, I can
agree that this is a defect. For Spreadsheet, Drawing and Presentation
this needs to be specified, therefore it would be an enhancement. Feel
free to submit enhancement issues for the other applications.

In the same way, if you choose a lower zoom, scrollbar is always enabled. You
can not to scroll screen to move page in middle position.

This is not only a Windows bug, but also the case in Linux (Gnome version in my
case). Still reproducible in 2.3

I guess when you add up the area of all the hundreds of thousand OO 
installation's useless horizontal scrollbars, you get several football 
fields of wasted screen estate  ;)

I'd also be glad if this bug gets fixed – it's now over 10 years (!) in the bug tracker. The appearance of the scrollbar even if it is not in use at all is an absolutely pointless waste of screen space, especially on wide screen and notebook monitors.

As a work-around you can at the moment use the Open Office fork Libre Office where this issue got fixed (maybe some of their code could be used to fix this in Open Office too).
