On Windows 7 64-bit 
AOO410m1(Build:9750)  -  Rev. 1548193

Steps:
1.Start AOO Writer
2.Open the Fields dialog by (Menu - Insert - Fields - Others) on pane Functions
3.Switch to Variables Tab,Select User Field Variables in the Type list area

Type the text that you want to display as a help tip when you rest the mouse pointer over the field ,set name="UN" ,set value="UV"

click "Insert" button

Click OK button.

4.Check whether field Names shown for Input Fields 

Issues:

THis issue don't reproduce on Mac Platform

I see the effect with server installation of "AOO 4.1.0-Dev – English  UI / English locale - [AOO410m1(Build:9750)  -  Rev. 1546757 - 2013-12-02]" on German WIN7 Home Premium (64bit)", own separate user profile. But I doubt that we have a bug here.

@liuping:
I am pretty sure that you simply have activated menu 'View -> Field names'. You can switch on/off with <Control+f9>
With that setting that's not a bug, but intended.
Why do you think that you observed a bug?

when switch on/off with <Control+f9>

My question:
1.Default setting view->field names is off on mac
  Default setting view->field names is on on windows
  what reason led to this issue above
2.According by https://wiki.openoffice.org/wiki/Writer/Input_Fields

Field Names are no longer shown for Input Fields. 
Via Menu - View - Field Names the Field Names of all fields could be displayed instead of the fields content. 
This will no longer work for Input Fields due to the in-place editing.
