...because your friggin' cat captcha does not work in either Chrome or IE.  Why?    because you try to retrieve AsirraClientSide.js via http when the actual wiki page is https.

Does anyone actually bother to test these sites???

This is known to be problematic (not only for the HTTPS/HTTP issue you report) and we are discussing solutions to replace this entirely. In the meantime, if you need a wiki account created please request it here in the comments and we will manually create one for you.

I set this on Obsolete.
New Users are managed over request email on @dev. And I do not know any CAPTCHA stuff we use these days.
