Changes to Addons.xcu are described in bug 121577. Changes include adding Title prop and localized values for Toolbar and a ToolBarItems node to contain a list of ToolBarItem.
Note: This change will not be backward compatible with AOO 3.4 so NB plugin version should change to 4.0 to coincide with AOO major version number to avoid confusion.
