A picture has no area panel in the property deck, although the property area is enabled for pictures.
You will not see the background, if the picture is opak. But you need the property background, if you have a linked picture with transparency and the current slide background does to look nice behind the picture.

I have taken the current association between contexts and panels directly from Symphony.

Showing the area panel for images is an improvement we should think about.  I can think of only one reason against it: not to overload the sidebar with panels that only a very small percentage of our users will need for a given context.

Marking this issue as enhancement.
