fix it

due to process SNAFU in CWS sw34bf03 the wordml import/export filters were broken completely: they can't load/store anything.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.

patch for AOO3.4

Original patch can fix this issue. But it is for Old AOO source code without header upadte. And the old file and new file is reversed in original patch. So make a new one for AOO 3.4 source code.

Will verify in AOO 3.4 branch next week when weekly Dev snapshot avaliable.
