Please add the ability to put a note (comment) with arrow to any spot in the
active wall of a chart.  Also, if a cell content is a data point in a chart, and
the cell has a note (comment)associated with it, provide the ability to toggle
the note (comment) on/off within the chart display.

You can use the shape "Callout" to add a text with arrow. It is available when the chart is in edit mode.

Therefore this issue should focus on the request to have access to the note associated with a Calc cell from within the chart.
