On my system, Impress defaults new documents to Right-To-Left. This is fine,
that's how I want it! But opening pure Left-To-Right documents, I have the text
properly directioned as LTR (periods at the right side of sentences) yet aligned
to the right. For instance, see this presentation:

Dotan, you need to add a screenshot showing what's wrong. On my system, where
the default is LTR, the presentation looks fine.

Sorry, not reproducible here on 3.2.1 and OOO330_m6 on Windows, Office set to
RTL. LTR doc is correctly opened.

I can still reproduce, even on an associate's Windows version. How have you
enabled RTL?

I was not able to reproduce in OOO330m20 (build:9567), OS Windows Vista, using
the provided file in the link.  Text was LTR and the alignment was to the left.

I have not been able to successfully reproduce the bug when opening a LTR document with the default setting RTL.
I can produce the effect of the screen shot provided while the presentation is already opened:
1) Choose any presentation and write a few characters down on the first slide (non title page) or choose the presentation provided.
2)  Set the format to be LTR first and then align it to the right.
Note: LTR will be selected but if you were to click it again, the alignment changes back to align left
Alternate Path:
1) Select Format > Styles and Formatting 
2) Edit the Default (Graphic Styles) or Outline 1 (Presentation Styles). 
3) Right click to modify
4) Update Style if necessary
4a) Format > Default Formatting now changes the entire slide to the specification. 

Other tests I would consider would be to test the languages that naturally use RTL format, such as Hebrew or Arabic and make sure the Complex Text Layout is enabled.
