If you open a locked document from another computer via "soffice -nolockcheck"
the dialog for locked documents doesn't come, instead the document is opened
read-only.

...is described, the parameter -nolockcheck is only for suppressing the check of
the installation lock-file. 

Steps to reproduce:
* on PC_1: open document on a file-service with "soffice test.odt"
* on PC_2: open the same document with "soffice -nolockcheck test.odt"
* the document is opened read-only on PC_2

The current behaviour is especially annoying in connection with external
programs (which start OOo with the bootstrap-mechanism), because users don't
have the chance to decide how to open a locked document in the first step.

Confirmed on 4.1.3 and Win 7 x64 pro
This option seems to be ignored and don't work.
