Add Sorbian,Upper [hsb-DE] locale data.

Since hsb (Upper Sorbian) is a known language code in OO 3.2 and therefore available for spell checking (see http://extensions.services.openoffice.org/project/HunSpellDic_hsb_DE ) it makes in my eyes sense to allow also Upper Sorbian as default document language in OO. I generated with http://www.it46.se/localegen/ a XML file "hsb_DE.xml" and modified it manually so it conforms to the locale.dtd. Would it be possible to include this submission to OO 3.2 release (although I know it is quite late ...) Thanks a lot!

No, for OOo3.2 it is too late, only stopper issues are considered. Did you sign the Contributor Agreement (SCA)? See http://wiki.services.openoffice.org/wiki/Sun_Contributor_Agreement

In the meantime my original file for the upper sorbian locale settings was reviewed by www.serbski-institut.de and they proposed some smaller changes in order to be more compliant with the Windows Vista local settings for Upper Sorbian.
