Since hsb (Upper Sorbian) is a known language code in OO 3.2 and therefore
available for spell checking (see
http://extensions.services.openoffice.org/project/HunSpellDic_hsb_DE ) it makes
in my eyes sense to allow also Upper Sorbian as default document language in OO.

I generated with http://www.it46.se/localegen/
a XML file "hsb_DE.xml" and modified it manually so it conforms to the locale.dtd.

Would it be possible to include this submission to OO 3.2 release (although I
know it is quite late ...) Thanks a lot!

No, for OOo3.2 it is too late, only stopper issues are considered.

Did you sign the Contributor Agreement (SCA)? See

In the meantime my original file for the upper sorbian locale settings was
reviewed by www.serbski-institut.de and they proposed some smaller changes in
order to be more compliant with the Windows Vista local settings for Upper Sorbian.

When test compiling the locale data it gave me
