I really don't know what is causing this issue, try it your self 

Test 1 :
1- open the attachment
2- select range B7:C14
3- then tools-> sort ; sort on Column B
You will notice that the Column C is sorted and not  B !!

Test 2
1- open the attachment
2- select range E7:F14
3- then tools-> sort ; sort on Column E
Column E is not sorted as expected

in steps 3 in both test1 and test2 , it should be : Data menu -> sort
