The reminder to participate at the User Survey / Registration does not appear
anymore after update installation. Scenario: User has an old 3.x release
installed and used in the past. Than the user upgrades to a news 3.x release. In
the past with 2.x releases we displayed a reminder to take part in the survey /
registration in case the user did not select <no thanks> in the past already.
This reminder does not display in 3.x upgrades anymore.

This is critical due to less feedback from users. As said its a regression from 2.x
