single utf8 field > 64Kb with second field which is never displayed 

When importing utf8 encoded csv file using utf8 decoding where field was greater than 64 kb, truncation of the field occured at an undetermined point with no error message, and the comma seperated next field was never imported.

getting rid of value "enhancement" for field "severity".
For enhancement the field "issue type" shall be used.
