Move zeppelin-interpreter-api jar out of interpreter jar

Currently, each interpreter jar has the zeppelin-interpreter-api jar, this make the final zeppelin distribution bigger. We can make the zeppelin distribution jar smaller by sharing one copy of zeppelin-interpreter-api jar
