Schema Compilation fails on case insensitive file systems when targetnamespaces of two schemas only differ by case

    Description

      Case insensitive files systems (Windows XP for example) leads to failures when compiling schemas whose targetnamespace is only distinct by case.

      Files and folders cannot be created during compilation and schema compilation fails.
