ValueVectorOf Missing XMemory Copy Construction

The constructors of the ValueVectorOf class (in xercesc/util/ValueVectorOf.c) do
not call the constructor for their base class, XMemory. G++ 3.3.1 complains
about this, as it should.

The patch is simple and should be applied.
