Use generics for BasePeerImpl

The BasePeerImpl class in the runtime should be generified by the Data object it handles.
It should also keep its default record mapper, its table map and its default database name as instance variables.
If made possible by this change, methods should be moved from the generated classes to the BasePeerImpl class.
