      In short, a file is checked out and then quickly modified, but afterwards
      subversion does not think it is modified until you then "touch" the file.
      
      This has something to do with the modification timestamp on the file, and
      possibly the behavior of the reiserfs filesystem (I'm guessing about that part).
      
      Note: bug is not always reproducible. Rebooting seemed to be required to
      reproduce it (at least in one case).
