Better error reporting in WorkerTokenAuthorizer

The error handling code in WorkerTokenAuthorizer logs some errors at a debug level, that should be logged at a much higher level.  Specifically ZK auth errors, where we can have the Zk client not authenticated because it is using an older jaas conf.  When this happens DRPC auth just does not work and there is no indication as to why.
