Move the shuffle related test case from Yarn module to Core module

    Description

      The test in YarnShuffleEncryptionSuite requires YarnSparkHadoopUtil which is in Yarn module. So we have to leave it in Yarn module instead of Core module. After SPARK-11807 is resolved, we will move the test back to Core module.
