Enable style and license checks for system-tests in automated workflow

NIFI-9795 corrected a couple of issues noted during the 1.16 release process. In order to safeguard against this in the future, research methods to ensure that the checkstyle and rat license check maven plugins run regularly in the context of the existing system-test automation.
