Cannot Replay FlowFiles with 0 Byte Content

When a FlowFile has 0 bytes in its content the FlowFile cannot be replayed. In the content tab it says "Cannot replay data from Provenance Event because the event does not contain the required Content Claim"

There are certain valid use-cases that could occur with 0 byte content. For example InvokeHttp, where the incoming FlowFile for the request is only using attributes that have been added to it.
