Remove unsigned types from kudu

Per discussion in KUDU-652, supporting unsigned types adds more complexity than it's worth. Particularly, it's annoying to deal with them from the Java client, and the SQL standard doesn't have them. This makes integration with Impala tricky as well. So, let's remove all this code to avoid the confusion and slim stuff down a bit.
