PMC chair and an other member can not add a new PMC member to LDAP

    Description

      A new PMC member is listed in committee-info.txt for the SIS project, but not in LDAP. Operation was attempted by both Adam Estrada (the SIS PMC chair) and by Martin Desruisseaux. The following commands:

          ssh desruisseaux@people.apache.org
          modify_committee.pl sis -add=mlebihan

      Produce the following:

          Insufficient access at /usr/local/bin/modify_group_members.pl line 102
          modify_group_members.pl failed: 255
