Need ability to create symlinks on Windows

Hopefully this is a simple one.

Apache Hadoop's code (and therefore its unit tests) require the ability to make symbolic links. This currently fails on the windows2012 boxes with the "You do not have sufficient privilege to perform this operation." error. (this is easily simulated by using the mklink command, although our code uses the C API.)

Any chance we could get this turned on?
