[PROVIDED Phase 2] Implement pause/resume for syncservice

In the event that the external storage system for a PROVIDED syncservice mount becomes unavailable (network trouble, upgrading the back end, etc), the administrator may have to take action whereby they pause the syncservice for a mount and later resume.
