    Description

      HDFS-11567 added support of updating a container, and in following cases

      1. Container is closed
      2. Container meta file is falsely removed on disk or corrupted

      a container cannot be gracefully updated. It is useful to support forcibly update if a container gets into such state, that gives us the chance to repair meta data.
