Use NettyAsyncFSWALConfigHelper.setEventLoopConfig to prevent creating too many netty event loop when executing TestHRegion

Keeps hitting too many open files error when executing TestHRegion and its sub classes. Maybe not a big deal when executing on jenkins build machine but anyway let's fix it.
