Pin OpenSSH in Windows images to version 7.7.2.1

The Windows images were recently rebuilt and picked up a new version of OpenSSH (7.9.0.1). It appears that this may be causing build issues as the Windows test runs are failing. Although the gradle call appears to complete, the ssh call, that launches the build, does not exit properly and the job times out.
