Merge license and NOTICE information of OBR bundle embedded in web console with the main license and NOTICE files

As noted by Richard Hall, the main NOTICE file in the web console bundle does not list the KXML library enclosed in the embedded OBR bundle. In addition the license file for the KXML library is missing.

To fix this, the NOTICE and license information of the embedded OBR bundle must be merged with the main NOTICE license information of the web console bundle.
