Description
When a pre-settled (fire-and-forget) delivery is routed to a destination, and that destination's undelivered FIFO is at or above its capacity (default 250), pre-settled deliveries must be dropped to reduce congestion and prevent unbounded memory consumption.
Once congestion is detected on a pre-settled delivery, all earlier pre-settled deliveries on the same outgoing link shall be dropped and only the most recent pre-settled delivery shall remain. Note that an outgoing link may contain a mixture of pre-settled and unsettled deliveries.
