Show settlement rate and delayed deliveries in client popup

On the console's topology page, if you click on a client you will see a popup that shows the connections for all clients of that type.

If you click on a connection, you will see a list of links for that connection.

The info displayed for a link should contain the settlement rate, delayed deliveries, a capacity percent = undelivered/capacity.
