ValidateReifier requires camel-jaxp

The ValidateReifier requires the class PredicateValidatingProcessor which is provided by the camel-jaxp package which make camel-base to depends on camel-jaxp but looking at the classes the ValidateReifier requiires, it does not look like they depend on jaxp
