Puppet Deploy Hive on Tez add Resource Resizing Configs

When using puppet deploy Hive on tez mode, the default config will make hive query wait for resource allocation and hang up. that's becourse of the defaut hive config hive.tez.cpu.vcores is -1 and the hive.tez.container.size is -1.
