Check to ensure our build system requirements are actually declared properly in the packaging.

Some of packaging makes some assumptions that bash and some other low level tools are always available on all our build platforms, when in fact we do not explicitly test for them or declare them inside control or spec files. This ticket is to review this and propose changes if needed.
