beam_PostCommit_XVR_Direct consistently failing on fnApiJobServerSetup/Cleanup

This PostCommit has been consistently failing with the following error in both these gradle targets: ":sdks:python:test-suites:direct:xlang:fnApiJobServerSetup", and ":sdks:python:test-suites:direct:xlang:fnApiJobServerCleanup"

From gradle build scan

The first instance where this error popped up seems to be Build #759 from Jan. 16, which contained the change "Upgrade gradle to version 6.8", so it's probably related to that.
