RA doesn't use the RA specified prefix when setting up a destination

When a destination is set up, the RA will rely on DEFAULT_ENABLE_1X_PREFIXES to define the prefix. It should try to use the prefix from the specs or from the connection factory if it is defined there otherwise we may get an incoherent address.
