    Description

      Ambari server can be configured to skip install_package() calls if the deployment targets hosts that already have packages pre-installed.

      New property in ambari.properties

      "packages.pre.installed": "true"

      true: packages are pre-installed, skip attempt to install
      false (default): packages are not pre-installed
