document how to download stdcxx files

The Download link on the stdcxx page (http://incubator.apache.org/stdcxx) is currently dead and there is no documentation explaining how to download the project files, either for users or for contributors. A document describing how to do that (both using the browser and the Subversion client) needs to be created and published on the Web site.
