Client commands that take instances should provide a strict option.

Commands like "restart" and "kill" that allow users to specify instances currently work in an open mode, where if the instance range specified on the command line is larger that the actual instance range for the job, the command doesn't complain.

Some users would like to have the option of getting an error if they mis-specify the instance range.
