[ZOOKEEPER-862] Hedwig created ledgers with hardcoded Bookkeeper ensemble and quorum size. Make these a server config parameter instead.

Description

Hedwig code right now when using Bookkeeper as the persistence store is hardcoding the number of bookie servers in the ensemble and quorum size. This is used the first time a ledger is created. This should be exposed as a server configuration parameter instead.
