[ZEPPELIN-31] Zeppelin web-app does not respect current pathname for REST api

Description

If Zeppelin web-app being served not from / but i.e from /zeppelin using Nginx reverse proxy the web-app fails to communicate with REST API (and create a notebook) as it has hardcoded path which does not respect a current pathname.

We need to fix it and make it relative to current pathname
